Dynamic Geofencing

Opportunity area: Traffic filtering

Helps cities manage who uses an area, where and when. It translates the city’s policy into digital zones, helping protect public space while keeping necessary journeys possible.

What problem are we trying to solve?

Busy streets must accommodate deliveries, visitors, taxis and everyday life. Managing traffic flow alone does not resolve competition for the same space.

01

Too much traffic in the wrong places

Around major events, taxis circulate while waiting for rides, adding traffic where streets are already crowded.

02

Access needs differ

Cities need to reduce unnecessary traffic while keeping destinations accessible for residents, services and visitors.

03

Rules are shared manually

Zones and operating agreements are exchanged by email, making updates and coordination difficult.

How does it work?

Define the area and its rules

The MobiMaestro module lets cities draw zones and specify the users, conditions and times to which rules apply.

Share rules with service providers

Digital exchange, using open standards where available, lets providers incorporate municipal agreements into their services.

Adapt to the situation

The aim is to activate zones through scenarios, initially around planned events and later in response to conditions on the street.

How is it being tested?

Amsterdam’s ArenA pilot provides a practical starting point. The current trial relies on agreements with Uber and Bolt.

TEST 1 · TAXI APPS

Reduce circulating taxis

Drivers within the designated area receive no new ride requests, reducing the incentive to circulate while waiting.

TEST 2 · PICK-UP POINTS

Organise waiting and pick-ups

Agreed waiting areas and pick-up locations help organise taxi movements around busy events.

NEXT

Technolution is exploring how Amsterdam can manage and share these zones through MobiMaestro. This digital management step builds on the existing operational agreements.

How does it fit into DMI?

CITY

Calmer, safer streets around big events

APPLICATIONS

Dynamic Geofencing

VISUALISATION

Zones drawn on a map in the city’s traffic management system

PLATFORM

Zones shared digitally with taxi apps and through the national road data portal (NDW)

DATA

Events calendar, camera-based taxi counts and agreed pick-up locations

A reusable approach to digital zones connects municipal policy with daily operations, supporting safer streets and more space for public life.
